近年來,各地(di)區、各部(bu)門認(ren)真貫徹落(luo)實黨中央、國務(wu)(wu)院決(jue)策(ce)部(bu)署,按(an)照《國務(wu)(wu)院辦公(gong)(gong)(gong)廳關(guan)于印(yin)發(fa)整(zheng)合(he)(he)建(jian)立(li)統(tong)一的(de)(de)公(gong)(gong)(gong)共(gong)資(zi)源交(jiao)(jiao)(jiao)易(yi)(yi)平(ping)(ping)(ping)臺(tai)(tai)工作方(fang)案的(de)(de)通知(zhi)》(國辦發(fa)〔2015〕63號(hao))要(yao)求,積極推動整(zheng)合(he)(he)分(fen)散設(she)立(li)的(de)(de)工程(cheng)(cheng)建(jian)設(she)項目招標(biao)投標(biao)、土(tu)地(di)使用權(quan)和礦業(ye)權(quan)出讓、國有產權(quan)交(jiao)(jiao)(jiao)易(yi)(yi)、政府采購(gou)等交(jiao)(jiao)(jiao)易(yi)(yi)平(ping)(ping)(ping)臺(tai)(tai),全國范(fan)圍內規(gui)則統(tong)一、公(gong)(gong)(gong)開透明(ming)、服(fu)(fu)務(wu)(wu)高效、監督(du)規(gui)范(fan)的(de)(de)平(ping)(ping)(ping)臺(tai)(tai)體系初步構建(jian),公(gong)(gong)(gong)共(gong)資(zi)源交(jiao)(jiao)(jiao)易(yi)(yi)市(shi)場迅速發(fa)展(zhan)(zhan),公(gong)(gong)(gong)共(gong)資(zi)源配置的(de)(de)效率和效益明(ming)顯提高,促(cu)進(jin)了經濟社會持續健康發(fa)展(zhan)(zhan)。同(tong)時,公(gong)(gong)(gong)共(gong)資(zi)源交(jiao)(jiao)(jiao)易(yi)(yi)領域仍(reng)存(cun)在要(yao)素市(shi)場化配置程(cheng)(cheng)度不夠高、公(gong)(gong)(gong)共(gong)服(fu)(fu)務(wu)(wu)供給不充(chong)分(fen)、多頭(tou)監管與監管缺失并存(cun)等突出問題,亟待進(jin)一步深化改(gai)革、創新機制、優(you)化服(fu)(fu)務(wu)(wu)、強(qiang)化監管。為深化公(gong)(gong)(gong)共(gong)資(zi)源交(jiao)(jiao)(jiao)易(yi)(yi)平(ping)(ping)(ping)臺(tai)(tai)整(zheng)合(he)(he)共(gong)享,促(cu)進(jin)公(gong)(gong)(gong)共(gong)資(zi)源交(jiao)(jiao)(jiao)易(yi)(yi)市(shi)場健康有序(xu)發(fa)展(zhan)(zhan),現提出以下意(yi)見(jian)。

一、總體(ti)要求

(一)指導思想(xiang)。

以(yi)習近(jin)平新(xin)(xin)時代中國特色社會(hui)主(zhu)義思想為指導,全面(mian)貫徹黨(dang)的(de)十九(jiu)大(da)和(he)(he)十九(jiu)屆(jie)二中、三中全會(hui)精(jing)神,統籌推進“五位一體”總(zong)體布局,協(xie)調推進“四個全面(mian)”戰略布局,按照黨(dang)中央(yang)、國務院決(jue)策部署(shu),堅(jian)(jian)(jian)(jian)持(chi)穩(wen)中求進工作總(zong)基調,堅(jian)(jian)(jian)(jian)持(chi)新(xin)(xin)發展理(li)念,堅(jian)(jian)(jian)(jian)持(chi)推動(dong)高(gao)質(zhi)量(liang)發展,堅(jian)(jian)(jian)(jian)持(chi)以(yi)供給(gei)側(ce)結構(gou)性(xing)改革為主(zhu)線,充(chong)分發揮市場在資(zi)源配置(zhi)中的(de)決(jue)定性(xing)作用,更好發揮政(zheng)府作用,持(chi)續(xu)深化公共(gong)(gong)(gong)資(zi)源交(jiao)易(yi)平臺整合共(gong)(gong)(gong)享,著(zhu)力(li)提高(gao)公共(gong)(gong)(gong)資(zi)源配置(zhi)效(xiao)率和(he)(he)公平性(xing),著(zhu)力(li)提升公共(gong)(gong)(gong)資(zi)源交(jiao)易(yi)服(fu)務質(zhi)量(liang),著(zhu)力(li)創新(xin)(xin)公共(gong)(gong)(gong)資(zi)源交(jiao)易(yi)監管(guan)體制機制,激發市場活(huo)力(li)和(he)(he)社會(hui)創造力(li)。

(二)基本原則(ze)。

堅持應(ying)進(jin)必(bi)進(jin),推(tui)動各(ge)類公共資源(yuan)(yuan)交易(yi)進(jin)平(ping)臺。對(dui)于應(ying)該或可以(yi)通過市場(chang)化方式配置的公共資源(yuan)(yuan),建立交易(yi)目錄(lu)清單,加快推(tui)進(jin)清單內公共資源(yuan)(yuan)平(ping)臺交易(yi)全覆蓋,做(zuo)到“平(ping)臺之(zhi)外無交易(yi)”。

堅持統(tong)一規(gui)范,推動平(ping)臺(tai)整合(he)和(he)互聯(lian)共享(xiang)。在(zai)政府主導(dao)下,進一步整合(he)規(gui)范公(gong)共資源交(jiao)易(yi)(yi)平(ping)臺(tai),不斷完善分(fen)類統(tong)一的交(jiao)易(yi)(yi)制度規(gui)則、技術標準和(he)數據規(gui)范,促進平(ping)臺(tai)互聯(lian)互通和(he)信息充分(fen)共享(xiang)。

堅(jian)持公(gong)(gong)開(kai)透明,推(tui)(tui)動公(gong)(gong)共資(zi)源陽光(guang)交易(yi)。實(shi)行公(gong)(gong)共資(zi)源交易(yi)全過程信息公(gong)(gong)開(kai),保證(zheng)各類交易(yi)行為動態留痕(hen)、可追溯(su)。大力推(tui)(tui)進部門(men)協同(tong)監(jian)(jian)管(guan)、信用監(jian)(jian)管(guan)和智慧(hui)監(jian)(jian)管(guan),充分發揮(hui)市場主體(ti)、行業組織、社會公(gong)(gong)眾、新聞媒體(ti)外部監(jian)(jian)督作用,確(que)保監(jian)(jian)督到位。

堅持服務(wu)高(gao)效,推動(dong)平臺利企便民。深(shen)化“放管服”改革,突出公共資(zi)源(yuan)交(jiao)(jiao)易平臺的公共服務(wu)職能定位,進(jin)一步(bu)精簡辦事流程,推行網上辦理(li),降低制(zhi)度(du)性(xing)交(jiao)(jiao)易成本(ben),推動(dong)公共資(zi)源(yuan)交(jiao)(jiao)易從(cong)依(yi)托有(you)形場所向以電(dian)子(zi)化平臺為主轉變。

(三)主(zhu)要(yao)目標(biao)。

到(dao)2020年,適合以市場化方式配置(zhi)的公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)基本納入統(tong)一(yi)(yi)的公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平臺體系,實(shi)行(xing)目錄管理;各級公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平臺縱向全面貫通、橫向互聯互通,實(shi)現制度規(gui)則統(tong)一(yi)(yi)、技術標準統(tong)一(yi)(yi)、信息資源(yuan)(yuan)共(gong)(gong)享;電子化交(jiao)易(yi)(yi)(yi)全面實(shi)施,公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)實(shi)現全過程在線(xian)實(shi)時監(jian)管。在此基礎(chu)上,再經過一(yi)(yi)段時間(jian)努(nu)力(li),公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)流程更加科學高效(xiao),交(jiao)易(yi)(yi)(yi)活(huo)動更加規(gui)范有(you)序,效(xiao)率和效(xiao)益進一(yi)(yi)步(bu)提(ti)升,違法違規(gui)行(xing)為發現和查處(chu)力(li)度明顯加大;統(tong)一(yi)(yi)開放、競爭有(you)序的公(gong)(gong)共(gong)(gong)資源(yuan)(yuan)交(jiao)易(yi)(yi)(yi)市場健康(kang)運(yun)行(xing),市場主體獲得感進一(yi)(yi)步(bu)增強。

二、完善公(gong)共資源市場化配(pei)置機制

(四)拓展平(ping)臺(tai)覆蓋范(fan)圍(wei)。將公共(gong)資(zi)源交(jiao)易(yi)(yi)平(ping)臺(tai)覆蓋范(fan)圍(wei)由(you)工程建(jian)設項目招標投標、土(tu)地(di)使用權和(he)礦業(ye)權出讓、國有產權交(jiao)易(yi)(yi)、政府采(cai)購(gou)等,逐(zhu)步擴大到適合(he)(he)以市場化方式(shi)配置的(de)(de)自然資(zi)源、資(zi)產股權、環境權等各(ge)類公共(gong)資(zi)源,制定和(he)發(fa)布(bu)全(quan)國統(tong)一的(de)(de)公共(gong)資(zi)源交(jiao)易(yi)(yi)目錄(lu)指(zhi)(zhi)引。各(ge)地(di)區根據全(quan)國目錄(lu)指(zhi)(zhi)引,結合(he)(he)本地(di)區實(shi)際情(qing)況(kuang),系統(tong)梳理公共(gong)資(zi)源類別和(he)范(fan)圍(wei),制定和(he)發(fa)布(bu)本地(di)區公共(gong)資(zi)源交(jiao)易(yi)(yi)目錄(lu)。持續(xu)推進公共(gong)資(zi)源交(jiao)易(yi)(yi)平(ping)臺(tai)整合(he)(he),堅持能不(bu)新設就(jiu)不(bu)新設,盡可能依托(tuo)現有平(ping)臺(tai)滿足各(ge)類交(jiao)易(yi)(yi)服(fu)務需要。

(五)創新資源配(pei)置方式。對于全(quan)民所有自然資源,特許(xu)經營權(quan),農村集(ji)體產(chan)權(quan)等(deng)資產(chan)股權(quan),排污權(quan)、碳排放權(quan)、用能權(quan)等(deng)環境權(quan),要健全(quan)出(chu)讓(rang)或(huo)轉讓(rang)規則,引入招(zhao)標投(tou)標、拍(pai)賣等(deng)競爭性方式,完善交(jiao)易制(zhi)度和價格(ge)形成(cheng)機制(zhi),促進公(gong)共(gong)資源公(gong)平交(jiao)易、高效利用。有條件的(de)地方可開展(zhan)醫療藥品、器械及耗材集(ji)中采(cai)購。

(六)促進(jin)(jin)資(zi)(zi)(zi)(zi)源(yuan)跨區域交易。嚴格執行(xing)公平(ping)競(jing)爭審查制度,防止通過設置(zhi)注冊登記、設立分支機(ji)構(辦事(shi)處)、資(zi)(zi)(zi)(zi)質驗證、投(tou)標(競(jing)買)許可、強制擔保、強制要求在當地(di)投(tou)資(zi)(zi)(zi)(zi)、人(ren)員業績考(kao)核等沒有法律法規(gui)依據的(de)限制性(xing)條(tiao)件實(shi)行(xing)地(di)方保護(hu)或行(xing)業壟斷。鼓勵同一省(sheng)域內市場主體(ti)跨地(di)市自(zi)主選擇(ze)平(ping)臺進(jin)(jin)行(xing)公共(gong)資(zi)(zi)(zi)(zi)源(yuan)交易,積極穩妥推進(jin)(jin)公共(gong)資(zi)(zi)(zi)(zi)源(yuan)交易平(ping)臺跨省(sheng)域合作。

三、優化公(gong)共資源(yuan)交易服務

(七)健(jian)全(quan)平(ping)(ping)(ping)臺電(dian)(dian)子(zi)(zi)(zi)系(xi)(xi)統(tong)(tong)(tong)。加強公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平(ping)(ping)(ping)臺電(dian)(dian)子(zi)(zi)(zi)系(xi)(xi)統(tong)(tong)(tong)建設,明確(que)交(jiao)易(yi)(yi)(yi)、服(fu)務、監(jian)管(guan)(guan)等各(ge)子(zi)(zi)(zi)系(xi)(xi)統(tong)(tong)(tong)的功能(neng)定位,實(shi)現(xian)(xian)互聯互通(tong)和信息(xi)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)共(gong)(gong)(gong)享,并同步規劃、建設、使用(yong)信息(xi)基礎設施(shi),完善(shan)相關(guan)安全(quan)技術(shu)措施(shi),確(que)保(bao)系(xi)(xi)統(tong)(tong)(tong)和數(shu)據(ju)安全(quan)。交(jiao)易(yi)(yi)(yi)系(xi)(xi)統(tong)(tong)(tong)為市場主體提(ti)(ti)供(gong)在線交(jiao)易(yi)(yi)(yi)服(fu)務,服(fu)務系(xi)(xi)統(tong)(tong)(tong)為交(jiao)易(yi)(yi)(yi)信息(xi)匯集、共(gong)(gong)(gong)享和發(fa)布提(ti)(ti)供(gong)在線服(fu)務,監(jian)管(guan)(guan)系(xi)(xi)統(tong)(tong)(tong)為行政監(jian)督部門(men)、紀委監(jian)委、審計(ji)部門(men)提(ti)(ti)供(gong)在線監(jian)督通(tong)道。抓緊(jin)解決公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平(ping)(ping)(ping)臺電(dian)(dian)子(zi)(zi)(zi)檔案、技術(shu)規范、信息(xi)安全(quan)等問題,統(tong)(tong)(tong)籌公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)評標、評審專家資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan),通(tong)過遠程異(yi)地(di)(di)評標、評審等方式加快推動優(you)質專家資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)跨(kua)(kua)地(di)(di)區、跨(kua)(kua)行業(ye)共(gong)(gong)(gong)享。進(jin)一步發(fa)揮全(quan)國(guo)公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平(ping)(ping)(ping)臺作用(yong),為各(ge)級各(ge)類公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)(dian)子(zi)(zi)(zi)化交(jiao)易(yi)(yi)(yi)提(ti)(ti)供(gong)公(gong)(gong)(gong)共(gong)(gong)(gong)入口、公(gong)(gong)(gong)共(gong)(gong)(gong)通(tong)道和綜(zong)合技術(shu)支撐(cheng)。全(quan)國(guo)公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)數(shu)據(ju)應當(dang)由全(quan)國(guo)公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平(ping)(ping)(ping)臺按照(zhao)有(you)關(guan)規定統(tong)(tong)(tong)一發(fa)布。中央(yang)管(guan)(guan)理(li)企業(ye)電(dian)(dian)子(zi)(zi)(zi)招標采購交(jiao)易(yi)(yi)(yi)系(xi)(xi)統(tong)(tong)(tong)應當(dang)通(tong)過國(guo)家電(dian)(dian)子(zi)(zi)(zi)招標投(tou)標公(gong)(gong)(gong)共(gong)(gong)(gong)服(fu)務系(xi)(xi)統(tong)(tong)(tong)有(you)序納入公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)平(ping)(ping)(ping)臺,依法(fa)接受監(jian)督管(guan)(guan)理(li)。促進(jin)數(shu)字證書(CA)跨(kua)(kua)平(ping)(ping)(ping)臺、跨(kua)(kua)部門(men)、跨(kua)(kua)區域(yu)互認(ren),逐步實(shi)現(xian)(xian)全(quan)國(guo)互認(ren),推動電(dian)(dian)子(zi)(zi)(zi)營業(ye)執(zhi)照(zhao)、電(dian)(dian)子(zi)(zi)(zi)擔保(bao)保(bao)函在公(gong)(gong)(gong)共(gong)(gong)(gong)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)交(jiao)易(yi)(yi)(yi)領域(yu)的應用(yong),降低企業(ye)交(jiao)易(yi)(yi)(yi)成(cheng)本(ben),提(ti)(ti)高交(jiao)易(yi)(yi)(yi)效率。

(八)強(qiang)化公(gong)共服務(wu)定(ding)位。公(gong)共資(zi)(zi)源交易中心作(zuo)為公(gong)共資(zi)(zi)源交易平臺主(zhu)(zhu)要(yao)運行服務(wu)機構(gou),應不斷優(you)化見證、場所(suo)、信息(xi)、檔案、專家抽取(qu)等服務(wu),積(ji)極(ji)開(kai)展交易大(da)數(shu)據分析,為宏觀(guan)經濟(ji)決(jue)策、優(you)化營商(shang)環境、規范交易市(shi)(shi)場提供參考(kao)和支撐,不得(de)將重要(yao)敏感(gan)數(shu)據擅自(zi)公(gong)開(kai)及用于商(shang)業用途。除(chu)法律法規明確規定(ding)外,公(gong)共資(zi)(zi)源交易中心不得(de)代行行政監(jian)管職能,不得(de)限制(zhi)交易主(zhu)(zhu)體自(zi)主(zhu)(zhu)權,不得(de)排斥和限制(zhi)市(shi)(shi)場主(zhu)(zhu)體建設運營的電子交易系(xi)統(tong)。

(九)精(jing)簡管(guan)理(li)事(shi)(shi)項(xiang)和環節。系統梳理(li)公共資(zi)源交易流程,取消沒有法(fa)律(lv)法(fa)規依據的投標報名(ming)、招標文件審查、原(yuan)件核對(dui)等事(shi)(shi)項(xiang)以及(ji)能(neng)夠采用告知承諾制和事(shi)(shi)中事(shi)(shi)后監管(guan)解決(jue)的前置審批(pi)或審核環節。推(tui)廣多業務合并(bing)申請,通(tong)過“一(yi)表申請”將市場主體基本(ben)信息材料一(yi)次收集、后續重復使用并(bing)及(ji)時更新。推(tui)行交易服務“一(yi)網通(tong)辦(ban)”,不斷提高(gao)公共資(zi)源交易服務事(shi)(shi)項(xiang)網上辦(ban)理(li)比例。

四、創新(xin)公共資源交易監管(guan)體制

(十)實施協同(tong)監(jian)(jian)管(guan)。深化公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)管(guan)理體制改革,推(tui)(tui)進(jin)(jin)公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)服務(wu)、管(guan)理與監(jian)(jian)督職能相互分(fen)離,探索推(tui)(tui)進(jin)(jin)公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)綜合監(jian)(jian)管(guan)。各地區公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)平(ping)臺整合工(gong)作(zuo)牽頭部(bu)(bu)門(men)要(yao)會同(tong)有關(guan)行政(zheng)監(jian)(jian)督部(bu)(bu)門(men)按照各司(si)其職、互相協調、密切配合的(de)(de)要(yao)求,根(gen)據法(fa)律(lv)法(fa)規和(he)地方(fang)各級人(ren)民政(zheng)府確定的(de)(de)職責(ze)分(fen)工(gong),形成(cheng)監(jian)(jian)管(guan)權力和(he)責(ze)任清單并向社(she)會公開。建立健全投訴舉報接收、轉辦、反饋(kui)工(gong)作(zuo)機制,由有關(guan)行政(zheng)監(jian)(jian)督部(bu)(bu)門(men)依(yi)法(fa)查處(chu)公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)過程中的(de)(de)違法(fa)違規行為,實現(xian)部(bu)(bu)門(men)協同(tong)執法(fa)、案件(jian)限時辦結、結果主動(dong)反饋(kui)。加大信息公開力度,加快推(tui)(tui)進(jin)(jin)公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)全過程信息依(yi)法(fa)公開。暢通社(she)會監(jian)(jian)督渠道,加強(qiang)市場主體、行業(ye)組(zu)織、社(she)會公眾、新聞媒體等對公共資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)活動(dong)的(de)(de)監(jian)(jian)督,促進(jin)(jin)市場開放和(he)公平(ping)競(jing)爭。

(十一)強化信(xin)(xin)(xin)用監管。加快公共(gong)資(zi)源(yuan)交易(yi)(yi)領域信(xin)(xin)(xin)用體系建設,制定全國(guo)統(tong)一的(de)公共(gong)資(zi)源(yuan)交易(yi)(yi)信(xin)(xin)(xin)用標準(zhun),完善公共(gong)資(zi)源(yuan)交易(yi)(yi)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)管理、共(gong)享、運(yun)用等制度,強化各類(lei)市場主體信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)的(de)公開(kai)和運(yun)用,把市場主體參與公共(gong)資(zi)源(yuan)交易(yi)(yi)活動的(de)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)歸集到(dao)全國(guo)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)共(gong)享平(ping)臺,作為(wei)實施監管的(de)重要(yao)依據,依法依規開(kai)展守(shou)信(xin)(xin)(xin)聯合(he)激勵和失(shi)信(xin)(xin)(xin)聯合(he)懲戒。

(十二)開(kai)展智(zhi)慧監(jian)管。依托(tuo)公共(gong)資(zi)源交(jiao)(jiao)易(yi)(yi)(yi)平臺電子系統及時(shi)在(zai)線(xian)(xian)下達指令,實現市場(chang)主(zhu)體、中介機構和交(jiao)(jiao)易(yi)(yi)(yi)過程(cheng)信息全面記錄(lu)、實時(shi)交(jiao)(jiao)互(hu),確(que)保交(jiao)(jiao)易(yi)(yi)(yi)記錄(lu)來源可溯(su)、去向可查、監(jian)督留痕、責任可究。運用(yong)大(da)數據、云計(ji)算等現代信息技術手段,對(dui)(dui)公共(gong)資(zi)源交(jiao)(jiao)易(yi)(yi)(yi)活動(dong)(dong)進行監(jian)測分(fen)析,及時(shi)發現并自動(dong)(dong)預警圍標串標、弄虛作假等違(wei)法(fa)違(wei)規(gui)行為,加(jia)大(da)對(dui)(dui)重點地(di)區、重點領域、重點環節的(de)監(jian)督執法(fa)力度,增(zeng)強監(jian)管的(de)針對(dui)(dui)性(xing)(xing)和精準性(xing)(xing)。推進公共(gong)資(zi)源交(jiao)(jiao)易(yi)(yi)(yi)平臺電子系統與全國(guo)投資(zi)項目在(zai)線(xian)(xian)審批監(jian)管平臺對(dui)(dui)接。

五、強化組織實施(shi)保障

(十三)加(jia)強組織(zhi)領導(dao)(dao)(dao)。國家發展改(gai)革委要會同有關部門完(wan)善公(gong)共(gong)(gong)資源(yuan)交(jiao)(jiao)易平臺整(zheng)(zheng)合工(gong)作(zuo)部際聯席(xi)會議機制(zhi),加(jia)強政策指導(dao)(dao)(dao)、工(gong)作(zuo)協調和業務(wu)培訓(xun),督促(cu)任務(wu)落(luo)實(shi)。地方各級人(ren)民(min)政府要統籌推進本(ben)行政區域公(gong)共(gong)(gong)資源(yuan)交(jiao)(jiao)易平臺整(zheng)(zheng)合共(gong)(gong)享工(gong)作(zuo),強化(hua)對(dui)本(ben)行政區域各級公(gong)共(gong)(gong)資源(yuan)交(jiao)(jiao)易中心的(de)業務(wu)指導(dao)(dao)(dao),切實(shi)保障公(gong)共(gong)(gong)資源(yuan)交(jiao)(jiao)易平臺的(de)運行維(wei)護經費(fei),完(wan)善工(gong)作(zuo)協調機制(zhi),制(zhi)定細化(hua)落(luo)實(shi)工(gong)作(zuo)方案(an),加(jia)大人(ren)員、設(she)施等(deng)配套(tao)保障力度,加(jia)強信息技術(shu)方面培訓(xun)和能力建設(she)。

(十四)加(jia)快制(zhi)度(du)建(jian)設。抓(zhua)緊做好招標(biao)投標(biao)、自然資(zi)(zi)(zi)源資(zi)(zi)(zi)產轉讓、國有(you)產權交易(yi)、政府采購等(deng)公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)領(ling)域(yu)法律法規(gui)(gui)(gui)規(gui)(gui)(gui)章的(de)立(li)改廢釋工作。加(jia)強信(xin)息(xi)安全制(zhi)度(du)建(jian)設,根據國家(jia)(jia)信(xin)息(xi)安全標(biao)準(zhun)加(jia)快構建(jian)公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)信(xin)息(xi)安全防護體系,保障公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)平(ping)臺運行(xing)安全和數據安全。完(wan)善評(ping)標(biao)、評(ping)審專家(jia)(jia)管理(li)(li)辦(ban)法,健全專家(jia)(jia)征(zheng)集、培(pei)訓、考核和清(qing)退機(ji)(ji)制(zhi),加(jia)快推進(jin)(jin)電子評(ping)標(biao)評(ping)審。完(wan)善中介機(ji)(ji)構管理(li)(li)制(zhi)度(du),規(gui)(gui)(gui)范代理(li)(li)行(xing)為,促(cu)進(jin)(jin)行(xing)業自律。完(wan)善制(zhi)度(du)規(gui)(gui)(gui)則(ze)清(qing)理(li)(li)長(chang)效機(ji)(ji)制(zhi),國家(jia)(jia)發(fa)展改革委(wei)要會同有(you)關(guan)部門抓(zhua)緊對(dui)不符合(he)整合(he)共享要求(qiu)的(de)全國性公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)制(zhi)度(du)規(gui)(gui)(gui)則(ze)進(jin)(jin)行(xing)清(qing)理(li)(li),制(zhi)定實施全國統一的(de)公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)服務標(biao)準(zhun),按(an)程序(xu)發(fa)布實施全國公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)目錄指引;各省(sheng)級人民(min)政府要定期(qi)對(dui)本行(xing)政區(qu)域(yu)公(gong)(gong)共資(zi)(zi)(zi)源交易(yi)制(zhi)度(du)規(gui)(gui)(gui)則(ze)進(jin)(jin)行(xing)清(qing)理(li)(li)并及時公(gong)(gong)告清(qing)理(li)(li)過程和結果,接(jie)受社會監督。

(十五)狠抓督(du)促(cu)落實(shi)。地方(fang)各級人民政府要將深化公(gong)共(gong)(gong)資(zi)源交(jiao)易(yi)平臺整合共(gong)(gong)享工(gong)作納入政府目標(biao)考(kao)核(he)管理,加強(qiang)對公(gong)共(gong)(gong)資(zi)源交(jiao)易(yi)領域公(gong)共(gong)(gong)服務、行(xing)政監(jian)(jian)管和(he)市場規(gui)范等工(gong)作情(qing)況的監(jian)(jian)督(du)檢查,建立(li)市場主體和(he)第三方(fang)評議機(ji)制,并(bing)向社會(hui)公(gong)開相關情(qing)況;加強(qiang)對公(gong)共(gong)(gong)資(zi)源交(jiao)易(yi)監(jian)(jian)管部門、公(gong)共(gong)(gong)資(zi)源交(jiao)易(yi)中心及其工(gong)作人員的監(jian)(jian)督(du),健全廉(lian)政風險防(fang)控機(ji)制。國(guo)家發展改革委要會(hui)同有關部門加強(qiang)指導督(du)促(cu),總結(jie)推(tui)廣(guang)典(dian)型(xing)經(jing)驗(yan)和(he)創新做法(fa);對推(tui)進工(gong)作不力、整合不到(dao)(dao)位的,要進行(xing)通報,確(que)保各項任務措施(shi)落實(shi)到(dao)(dao)位,重要情(qing)況及時報告國(guo)務院。
